2024 ESG and HOPWA Applications - Now Open!
The 2024 applications are now open for the Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA). Links to application materials are below and include an overview of funding, program components and requirements, the application, and budget template. Complete applications must be submitted no later than September 22, 2023, by 5:00PM. Emergency Solutions Grant and HOPWA
The U.S. Department of Housing and Urban Development implemented the Emergency Solutions Grant (ESG) program in Fiscal Year 2011. Funds for the ESG program, in addition to being available for homelessness prevention and rapid rehousing, can be used for emergency shelter and supportive services. The Emergency Solutions Grant provides funding for street outreach, emergency shelters (essential services, operations, and renovation), rapid re-housing (including rent and utility assistance and case management), and homelessness prevention to keep households from entering the homeless system. These programs provide basic needs of shelter, food, clothing, and other necessities; and provide case management, referrals, rental assistance, and other services to individuals and families who are in need of assistance.
HOPWA or Housing Opportunities for Persons with Aids is a federal program dedicated to the housing needs of people living with HIV/AIDS. Under this program, HUD makes grants to local communities for projects that benefit low-income persons or persons experiencing homelessness living with HIV/AIDS and their families. This year marks the 30th anniversary of the HOPWA program. You can learn more here.
