Continuum of Care (CoC) Program Funding
The U.S. Department of Housing and Urban Development implemented the Continuum of Care Program in Fiscal Year 2012 to provide permanent supportive housing, transitional housing, supportive services, and rapid rehousing.
The Continuum of Care Program supports our commitment to the goal of ending homelessness by providing funding for permanent housing, as well as capacity for coordinated entry, data collection and management through HMIS, and community-wide planning efforts. In Indianapolis, CoC funding primarily supports permanent supportive housing and rapid rehousing. Since 2019, we have received additional funding targeted to rehouse survivors of domestic violence and to serve the unique needs youth and young adults. Through the annual CoC Program funding competition, new and renewal projects are evaluated on their capacity to quickly rehouse individuals and families experiencing homelessness while minimizing the trauma and dislocation caused to individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by individuals and families experiencing homelessness; and optimize self-sufficiency among individuals and families experiencing homelessness.
Agencies interested in funding for a permanent housing projects must be committed to the principles and practices of Housing First and must be in alignment with the goals, strategies, and values laid out in the Indianapolis Community Plan to End Homelessness.

2023 CoC Notice of Funding Opportunity (NOFO) Policy Manual Updates and 2023 Project Priority Listing- Approved!
UPDATE 9/18/23
After comparing the Priority Listing to HUD's revised Annual Renewal Demand (ARD), the CoC has revised its priority listing. This revision did not result in any material changes and was reviewed by the Non-Conflicted Workgroup on 9/18/23.
On August 29th, 2023 the Blueprint Council approved the 2023 updates to the CoC NOFO Policy Manual and approved the 2023 Project Priority Listing for the annual CoC competition. The priority listing ranks renewal and new projects in the order of priority for funding. Projects are scored and ranked by the Non-Conflicted Workgroup and elevated to the Blueprint Council for final approval. Below are the approved 2023 Priority Listings for CoC projects and the updated policy manual.

(3) Domestic Violence Bonus Funding Supplement: Only to be completed and turned in with New Project RFP if an organization is interested in Domestic Violence Bonus Funds.
(4) ESNAP Questions: Budget Supplement that all new projects MUST complete.
(5) Healthcare and Housing Bonus Supplement: Only to be completed and turned in with New Project RFP if an organization can demonstrate a housing and healthcare partnership.
