How to Apply for CoC Program Funding
The Continuum of Care (CoC) Program Competition is an annual process for funding that is guided by community policies and procedures created by the non-conflicted work group and approved by the Blueprint Council. In accordance with HUD regulation, community partners interested in receiving funding must participate in the community process. Programs who are denied funding are given the opportunity to appeal the decision through the community’s appeal procedure.

New Project RFP Process
Information sessions were hosted for any agencies interested in applying for CoC funding, or those who had questions on the RFP or Budget document.
In alignment with HUD requirements, and our community process, each RFP was reviewed by a group of non-conflicted individuals and scored on the criteria outlined in the RFP. Projects that were selected for funding were notified and included with the Indianapolis NOFO submission. Projects that are not selected, but wish to be considered for funding, should first utilize the project appeals procedure for the NOFO competition, and then review the 2021 HUD CoC NOFO for guidance on submitting their application directly to HUD.
