Funding

The Indianapolis Continuum of Care (CoC) utilizes two major grants administered by the U.S. Department of Housing and Urban Development (HUD) as its main funding streams. Additional funds are available through the Indianapolis Housing Trust Fund.

Continuum of Care Program

HUD began to implement the CoC program in FY2012. CoC program funds can be used to provide permanent supportive housing, transitional housing, supportive services, and rapid rehousing.

Emergency Solutions Grant

HUD began to implement the ESG program in FY2011. Funds for the ESG program, in addition to being available for homelessness prevention and rapid rehousing, can be used for emergency shelter and supportive services.

Indianapolis Housing Trust Fund

The Indianapolis Housing Trust Fund provides assistance in the form of low-interest loans, loan guarantees, and grants to increase the access of housing, preserve affordability, revitalize existing housing, and develop new housing.

Additionally, the Indianapolis has a local Marion County Housing Trust Fund, which provides assistance in the form of low-interest loans, loan guarantees, and grants to increase the access of housing, preserve affordability, revitalize existing housing, and develop new housing.
