Equity Dashboard
In 2018, the CoC began assessing disparities in homelessness rates across different populations, particularly examining issues of racial equity. Since then, we have broadened the scope of our analysis. The Indianapolis CoC recognized disparities in the homelessness rates of different populations as well as how different groups access services; however, it has at times been unclear where these inequities are occurring within the system and how to address them. To help close this gap, the CoC is publishing this dashboard to share information on successes and opportunities across our homelessness crisis response system. The information in this dashboard is reviewed regularly by the Blueprint Council.

Key Takeaways:
- Despite accounting for 28% of Indianapolis’ population, Black residents make up more than double that percentage of individuals experiencing homelessness.
- A higher Vulnerability Index (VI) assessment score typically means clients are prioritized for housing. Issues with the existing assessment tool cause Black individuals to have a lower average VI score. CoC partners are developing a more equitable tool to remedy this disparity.
