CES Assessment and Prioritization Refinement Updates
Vulnerability Definition: As part of the 2021-2022 Coordinated Entry System (CES) Assessment and Prioritization Refinement Project, a CES Defining Vulnerability Workgroup proposed a definition of “vulnerability” to share with Continuum of Care (CoC) leadership for endorsement. Creating a common agenda for change is a key condition of Collective Impact and will help align the CoC as CES refinement work continues throughout 2022. The Vulnerability Definition was endorsed by the Blueprint Council on June 27, 2022.
2022 CES Refinement Progress Report: In 2019, CHIP collaborated with Clutch Consulting and service providers within CES to discuss ways to make our system more efficient and effective. This resulted in a list of 17 refinement strategies, which have guided CES refinement work since September 2019. Since it has now been nearly three years and many of the refinements are well underway, the CES Leadership Workgroup discussed each strategy in the original CES Refinement Strategy Memo to identify who is leading it, update the status, discuss whether it is still a priority (especially considering how the system as changed since COVID), and identify where support is still needed. In total, 15 strategies are expected to be completed by the end of 2022; 1 is on hold indefinitely; 1 has not been started and lacks clarity around ownership, the role of CES, and next steps.
CES Enrollment Vision: To finish Phase 0, the Assessment Vision Workgroup named and defined a list of guiding principles for the overall CES enrollment. These principles are shared with the CoC and will be reviewed in future CES refinement workgroups to underscore our common agenda, a key condition of Collective Impact.
VI-SPDAT Memo: The Indianapolis CES has been using the Vulnerability Index – Service Prioritization Decision Assistance Tool (VI-SPDAT) since CES launched in mid-2017. In December 2020, the President and CEO of OrgCode introduced the idea of ending the VI-SPDAT and replacing it with a more equitable tool; as of January 2021, OrgCode abruptly pulled all VI-SPDAT information from their website. The Indianapolis CES recognized the need to revise the CES assessment long before this happened. Over the upcoming months, CHIP will research best practices surrounding assessment and prioritization and engage with diverse stakeholders in workgroup development. Coordinated Entry System Case Conferencing Sessions
Within the Indianapolis CoC, case conferencing is a recurring workgroup that monitors and conducts the referral process for housing matches. The meeting connects advocates throughout the community to collectively strategize around our homeless neighbors’ needs to make homelessness rare, brief, and nonrecurring. - Continuum of Care (CoC) Case Conferencing – every Tuesday from 12 to 1:30pm. Focuses on general CoC programs and domestic violence-specific programs (Youth and Young Adult Case Conferencing merged with this group in October 2022)
- Veteran Case Conferencing – every Wednesday from 2 to 3:30pm. Focuses on veteran-specific programs and people who identify as a veteran
