Policy Updates
CES Policy & Procedure Updates for TH-RRH: CES Policy & Procedures have been updated to address a circumstance where a TH-RRH project has TH beds available but no remaining RRH slots, which is a result of clients choosing to go directly into the RRH component of the project. CES Policies now include guidelines for what to consider when referring to a TH-RRH program, especially when there is only space in the TH component, and guidelines for transfers to other RRH programs when a client is in TH but there are no remaining slots in the RRH component of the same project. This policy amendment was approved by the CES Leadership Workgroup in April 2022 and have since been implemented in the youth and young adult system. It was approved by the Blueprint Council 5/16/22.
Camp Closures and CES Prioritization Amendment: The CES Leadership Workgroup approved a temporary prioritization policy for households staying in camps that are facing imminent closure due to policies prohibiting camping in certain locations (ex. on levees, in City parks, affected by INDOT construction). This prioritization amendment took effect 5/9/22 and will remain in effect until a long-term policy is in place to proactively refer households in such camps to permanent housing solutions.
CES Assessment and Prioritization Refinement Updates
CES Enrollment Vision: To finish Phase 0, the Assessment Vision Workgroup named and defined a list of guiding principles for the overall CES enrollment. These principles are shared with the CoC and will be reviewed in future CES refinement workgroups to underscore our common agenda, a key condition of Collective Impact.
Defining Vulnerability Introduction: The CES Assessment and Prioritization Refinement project is preparing to move into a new phase. This video gives an overview of what work has already happened, what the upcoming CES Defining Vulnerability workgroup will address, and what additional work will follow throughout the year.
VI-SPDAT Memo: The Indianapolis CES has been using the Vulnerability Index – Service Prioritization Decision Assistance Tool (VI-SPDAT) since CES launched in mid-2017. In December 2020, the President and CEO of OrgCode introduced the idea of ending the VI-SPDAT and replacing it with a more equitable tool; as of January 2021, OrgCode abruptly pulled all VI-SPDAT information from their website. The Indianapolis CES recognized the need to revise the CES assessment long before this happened. Over the upcoming months, CHIP will research best practices surrounding assessment and prioritization and engage with diverse stakeholders in workgroup development. Coordinated Entry System Case Conferencing Sessions
Within the Indianapolis CoC, case conferencing is a recurring workgroup that monitors and conducts the referral process for housing matches. The meeting connects advocates throughout the community to collectively strategize around our homeless neighbors’ needs to make homelessness rare, brief, and nonrecurring. - Continuum of Care (CoC) Case Conferencing – every Tuesday from 12 to 1:30pm. Focuses on general CoC programs and domestic violence-specific programs
- Veteran Case Conferencing – every Wednesday from 2 to 3:30pm. Focuses on veteran-specific programs and people who identify as a veteran
- Youth and Young Adult (YYA) Case Conferencing – every Thursday from 3 to 4:30pm. Focuses on YYA-specific programs for people ages 16 through 24
